Asking on #classpath, apparently ikvm and gcj have verifiers, and kaffe also. 
Kaffe might soon merge the gcj verifier though.  The gcj verifier has the
GPL+exception license.

There is also the gcjwebplugin to look at for reference, but note that "both
Fedora and Debian have gcjwebplugin on hold currently because they (rightly)
don't trust all code needed for secure context to be in place and properly audited."

On the VM side of things, apparently "what you need to add is a verifier, proper
stack walking code, and to do protection domains correctly", and on the
classpath side "a full security audit of the whole library..." (but I guess a
full security audit of the whole VM is needed as well).

With these things available, gcjwebplugin can be used pretty easily.
