This might be my fault, for putting includes in the `sablevm' package. Please make sure you have libltdl3 installed, which should have been captured by the dependency (`rpm -q libltdl3'); if that doesn't work, look for libltdl3-devel. If that fixes it, definitely add that here, so I know it's because there are include files. You'll hate me for saying this, also, but Mandrake 10.2 isn't really released yet; it's just a Cooker snapshot at the moment. For comparison by other list members, Cooker is rarely as stable as Debian unstable. So there's a slight chance it might be a problem in Cooker.
