call for testers: new launcher

I think I've finished the new launcher; it's a ground-up rewrite, and
works completely differently (except if you're using IE on Win32).

If everything turns out okay, I'll be releasing the source for the new
launcher so that people are no longer dependent on launch.xwt.org.
Please try it out and let me know if it works.  I especially need
people to test with IE on MacOS X, Opera on Linux, and Mozilla on
Solaris.

New bad stuff:

  - Netscape 4.x is temporarily not supported.  I'm still working on
    this.

  - Konqueror is still not fully supported, but the new launcher
    architecture offers a way to work around the lack of signed applet
    support.  Stay tuned.

New good stuff:

  - Launcher is completely independent of xwt.org if the user has run
    XWT at least once in the past (just like the situation with the
    Java plugin and Flash plugin).

  - You can now specify exact engine version numbers; for example:

        http://launch.xwt.org/0268/xwt.org/demo.xwar

    (Don't try this with builds before 0268; they don't have
     countersignatures.)

  - Compact FIXMEkb launcher is packaged as a jar file; can act as a
    servlet within Tomcat/JBoss/Weblogic, or run as a standalone
    mini-http server.

  - In general, the non-IE/Win32 platforms now work more like IE on
    Win32.  For example, the "do you trust the XWT Foundation" dialog
    only pops up the first time you run XWT (even if you click "trust
    only for this session").

  - Introduces ~/.xwt, which will be useful for future caching (xwar
    caching, prefs caching).
