This is ONLY for the core repo. The web repository is commit-at-will. Originally, when David was doing 90% of the work on the widgets, it made sense to put him 100% in charge of the widgets repository. Now that others are putting a lot of effort into this, that arrangement is not the best. I'm actually perversely pleased to see that the widgets repository has been forked. Free Software has Worked here. There was a political mismatch between the organizational structure of the project and the amount of effort people were contributing. This manifested itself as a fork. Now, however, we would all be best off if we corrected this misalignment and remerged the fork. We can get more done if we work together.
