Well not necessarily.  A theme can override a widget's ability to allow 
keyboard focus.  What I was saying is that the standard theme should allow 
everything to be keyboard-navigable. (is that a word?) -- if the Aqua people 
want to force the use of a mouse, that is their perogative, but the standard 
theme library allows any and all widgets to be focusable.
