IMHO redirect belongs in xwt.lib.  Do you really want redirect.xwt to
do different things in different themes?

I also think this one belongs in xwt.lib.  It shouldn't work
differently in different themes.

I'm still looking for an example of a non-instantiatable template
which varies across themes and couldn't be named with something that
ends in -able.
