I'm definitely into this.

But we do we all agree that the wiki is saying:

xwt.widget - preapplies from - xwt.theme
xwt.theme - is just a stub placeholder
xwt.standard - preapplies from - xwt.lib
xwt.standard - overlays - xwt.theme

?

If so, this give us the two user interfaces, the single theme 
interface, the multi lib stuff (xwt.lib.button_functions, 
xwt.lib.button_layout) and no circular dependencies.
