I'm not quite sure quite how border should be implemented with Nitrogen. Now that we have SVG, there's quite a bit of variety in the way it could be done. What I think we should do is, instead, create two folders in org.xwt.theme: 'png' and 'svg' which contain skeleton code for some of the widgets that are a useful base from which to create standard themes. This would have the useful side-effect of removing of all 'visual' (ie non-rudimentry-box-information) dependent code from xwt.lib leaving semantic code only and removing the philosophical debate on how much theme-help code should be in xwt.lib as it can be put, as necessary, in org.xwt.theme.png|svg instead.
