I have to agree with you although I would say that it could work either 
way.  The point is that a KDE-4 desktop has three different styles:

	Application

	Window Frame

	Plasma (DeskTop)

This is not really new in KDE-4 except that the DeskTop didn't have a 
very apparent style.

This is not a good thing.  The only way to make the three styles match 
is to make a set of matching styles.  This was done in KDE-3 for the 
Application and Window Frame styles.

I have to say that my complaint is different.  I do not like seeing 
dialogs pop up with the Plasma style while I have an application open 
and the styles don't match at all.
