Some icons aren't displayed properly. They are very mushy, as if scaled up from
a very small size.
So far I could find that the following icons are affected:

- The "wrench and gear" icon, found at the bottom of System Settings, used for
"Startup and Shutdown"
- The "Copy" icon in the Kate/Kwrite toolbar to copy text to the clipboard

Packages are 4.11.1 from Kubuntu backports for the current Kubuntu 13.04.

Reproducible: Always

Steps to Reproduce:
Open applications that show the icons mentioned above.


Actual Results:  
Icons are very mushy,  as if scaled up from a very small size.

Expected Results:  
Icons should be displayed properly for all sizes.
