there are, of course, prosecutorial problems in conducting a trial a 
thousand miles from where the crime took place. perhaps encouraging 
other nations toward freedom -- which has on occasion involved 
persuasion, not just encouragement -- is the answer, though there are 
many who believe that it is not.
