This depends on the country he escaped from. If it's legal system is 
comparable the person should be extradited. If this is not the case, 
extradition is certainly not acceptable. AFAIK Germany refuses extradition to 
other countries if the suspect could be punished by death. 

Concerning "destruction of my country". At least in Germany there are laws for 
this. For example membership in a terrorist organization is a crime. The case 
is not different from that of a native german who wants to do the same. I 
rather see someone to be prosecuted by a German court than in a country that 
does not respect human rights, even if this could result in the crime not 
being prosecuted. A free murderer is better than one who has been stoned to 
death.
