The concept of human rights does not require that a human being must do 
something in order to benefit from it. Everybody is entitled to get a fair 
trial and, in the case of the conviction, a relatively humane punishment.

How can you ever be sure that someone will do a certain crime?  As you cannot 
prove that somebody will not do a crime in the future, this would give the 
authorities the right to punish everybody.
