my understanding of rights is that they are a function of natural law, 
which is to say that by their nature they are not within the 
government's ability to grant. do you agree with this?

so, then, someone who repeatedly states his intent to commit a crime 
and who has committed crimes in the past, and who incites others to 
commit crimes, is no different from someone who has done none of 
those things?
