Read the piece on the Nightling web site.

There were two contracts awarded to Halliburton.

The first one to the KBR division on an emergency basis without bidding.

The second one was awarded to Halliburton after the by invitation only 
and secrete bidding.

Perhaps we have both gotten them mixed up, but they are not the same 
contract.
