  I haven't seen the actual report, so my ability to judge the article is 
hindered, perhaps, but I would suggest that since the article doesn't quote 
most of the worst sounding parts verbatim, it is hard to tell how true it is. 
It is also hard to tell if the Administration endorses the tactics espoused 
or not... the military is always more militant than the diplomatic side of an 
administration. That is to be expected.

  The question, and this is key, is whether the U.S. would actually place the 
ships in space before they were needed. For example, the so call "MOAB" bomb 
was built but that doesn't mean they used it. There are bans on testing 
nukes, but that doesn't mean we can't keep them in storage. Likewise, I doubt 
the space treaty prohibits the development of space planes that have 
potential military uses.

  No, they are doing what is natural: the desire, the goal if you will, to 
keep one's country as the most powerful in the world. No country that has 
ever been THE superpower(s) (England, Spain, Russia, etc.) has ever willingly 
given that up. It is only wise that the U.S. attempts to preserve its 
position and the simple fact that it wishes to remain the most powerful 
country militarily is not immediately a bad thing in and of itself.

  As I said before, I have no feelings towards Wolfowitz. I know far less 
about him than many in the administration and so it doesn't bother me more or 
less if he signs on to something I dislike than if anyone else does.
