  I'm not referring to which side was right or who started it, simply the 
not-so-friendly official relations between the two countries this spring. It 
stands to reason, I think, that under such circumstances, the DoD would be in 
an awkward position if it depended on a foreign company from a country that 
it was sparing with diplomatically.
