That's true, of course, but the problem is that modern software often is made by multi-national companies or (like KDE) multi-national organizations: so (to be prefectly safe) the DoD will never be able to use such Free Software that is not under total control of a US lead company. This in turn will lead to a significant disadvantage for the DoD since it means that they are not able to use the best software but must use the rest that's available under these narrow circumstances: using only US made stuff means using only a small part of the options the rest of the world has.
