It is explained there... they did the estimation from jabber.org and other 
free server userbase and the reports from the company that is the main jabber 
sponsor... or something like that...
- From my side, you can count me with 3 or 4 public jabber accounts (I use only 
one, the other should be closed or something by now) and about 5 o 6 or maybe 
more ICQ accounts with all of them except one that should be closed by now. 
And all the people I know has more than one ICQ account... so... I don't 
think it is really unfair (most people when reinstalling the computer forgots 
the ICQ number or the password and opens a new one, at least, here).
