i haven't really been following this thread too closely, so forgive me if this 
has already been suggested, but...

if *I* were a horrible despot, and *I* had a bunch of doubles and *I* was 
being hunted down like a dog by a military force and had no chance or 
resuming my position of power, I'd pay off one of my doubles to surrender 
while pretending to be me. the US would be more than happy to believe that 
they had captured me (it works rather nicely for everyone there) and would 
therefore stop looking for me, allowing me to take up a more normal life 
somewhere in the world living off my "retirement" fund.

so i'd guess that if anyone is playing a hoax, it's just as likely (or more) 
to be Saddam himself than the US.
