gee. might it have something to do with the fact that as of 1998 -- 
different president -- a congressional resolution signed by the 
president specified that the official policy of the united states 
government was to bring about regime change in iraq by whatever means 
were deemed most effective?

so the story is along the lines of bush having decided that the u.s. 
would be a member of the united nations, and that it would be okay for 
u.n. headquarters to be located in new york.

for this to be a story, it would have to involve the new administration 
deciding to contravene established policy and embrace saddam.
