Probably, the 1st document on the matter from PNAC is dated jan 26th, 1998 :

From here the story is more along the lines that the current administration 
used sheer propaganda to scare the american people into accepting a war of 
which the real motives are deeper than the announced ones.

Again, nothing really new. That's what is has always looked like to people 
outside of the US, AFAIK (and, fortunately, to some people in the US too).

As I said, there's nothing new here. Anyone who's taken a look at the PNAC 
documents knows this. The only "story" is that it's the 1st time this is 
widely discussed.

The whole thing is hardly surprising though. People generally are much less 
eager to question their government's actions if these actions lead to a war 
or take place during one, than if they involve social problems for instance. 
Like in France it took decades to fully acknowledge and deal with the Vichy 
government collaborating with the Nazis, or the war in Algeria, but whenever 
any government tries to make a social reform, there's a general strike and 
massive protest :-).
