It's pretty dismal. The USSR had massive amounts of people, land to retreat to, a rapidly progressing modernization program, and a comfortable position as the ones leading the charge against the Axis in Europe. I doubt they would have surrendered if we'd dropped two of "the bombs" on Russia. It wouldn't be enough. Geographically, Russia has much of an advantage over Japan. A war against the USSR also would have been unpopular, I suspect. It wasn't until the 50's that Americans were really that worried about the Soviets... I think there were different levels of "evil" as you put it too. Systematically attempting to kill off Jews and other allegedly "unfit" peoples -- what over 12 million in all -- seems more evil than just killing off political enemies. Not so much in terms of actual atrocities (killing millions is just as bad be it Soviet or Nazi) but in the show of madness and potential for even more destruction. The Soviets weren't going to expand their empire so that they could kill off an entire people like the Nazis where doing. At any rate, even if the Soviets too were pursuing a eugenics plan, a ground war would have been very difficult to sustain against them, as I noted above. Bombs alone don't work very well unless you don't have any place to run (i.e. an island nation like Japan).
