AFAIK the US didn't have the capability to drop a nuclear bomb over Moscow at 
the time, and the very 1st nuclear test in History occurred 4 months after 
Yalta. And they still had their hands full elsewhere.

When Yalta took place, the germans were already pretty much defeated.

The point of building Europe was precisely to put an end to this history of 
dictatorship.

The European presidency is held by a country, not a person, and currently 
changes every 6 months.
