I don't know the specifics of what you are referring to, but clearly
increasing the MPG standards is a more realistic way to reduce fossil
fuel consumption than vague promises of hydrogen cars 10 years from now.

In any case, if the Democrats had also made a frivously political promise
to produce hydrogen cars and then never mentioned it again, would that
make it ok for Bush to do the same?

If we choose to judge our leaders by comparing their performance to the
worst behavior of the opposing political party, the bar will be very low 
indeed - no matter which party is in office.
