The first problem is, from what I remember of working on kdevelop/X11, 
unsolvable on Jaguar, some combination of flex problems and gcc 
problems, and exceptions.  A few of the language supports (ada comes to 
mind) just won't work on Jaguar, and I gave up on them.

On panther, using my flex-devel package from fink (flex 2.5.31 + debian 
patches) fixed yylex stuff in kdevelop and kdepim.
