a problem in kdebase compile (can't found an UIC plug in)

I wanted to try to compile some app of kdebase but when i try to do a 
./configure-kde (the last version) i had this strange line and it stop:
checking if UIC has KDE plugins available... no
configure: error: you need to install kdelibs first.

but i have installed the kdelibs binaries

an idea ?
