Problems with new admin directory

In trying to build a KDE app from source, I am getting this output in 
trying to run admin/Makefile.common in the new admin directory put 
together by Ranger Rick:

*** Creating acinclude.m4
*** Creating aclocal.m4
aclocal: macro `LTSUGAR_VERSION' required but not defined
make: *** [cvs] Error 1
[Kevin-Walzers-Computer:~/Desktop/scribus-kdeqt] kevinwal%

Has anyone else run into this? Is there a workaround?
