Build environment hosed...

I had just gotten a new AlBook for my new job and within three weeks 
some bizarre behavior arose that prompted a reinstall. I did an archive 
& install, followed by Xcode install. Now for some reason my make files 
are not finding Carbon/Carbon.h. I looked and it seems to be in the 
right place 
(/System/Library/Frameworks/Carbion.Framework/Versions/A/Headers) Has 
anyone a clue as to how to fix this? I have our builds server setup 
identically (seems to be) and I have no trouble building from the 
command-line.
