Menu with two states?

I hope this is a reasonable list on which to ask
this question.

I am building a live CD based on Debian/KDE 
for people who have never before used Linux.

One of the criticisms of my CD in its current
state is that the menus are too complex.
I have considered two ways of resolving
this problem:

1)  Separate out submenus from the "K" and place
    them as individual icons on the panel.
    The program list within submenus can be
    trimmed to make it even simpler.

2)  Introduce a button that toggles between two states:
    full menu and simplified menu with only a few programs.
    In the default state, I would only see a simple menu,
    but if I click in the right place, I see much more.

My question is:  is method number (2) even possible?

How would I do it?
