Could this be related to "Control Center->Appearance & Themes->GTK 
Styles and Fonts" ?

Well one can discuss over that, but fact is that in DE3.2.3 which I used 
until yesterday evening, my buttons had the "right" order...
Also, I installed KDE 3.3 on my laptop, which also has unstable and also 
had KDE 3.2.3, but strangely I don't see the swapped buttons there...
Really weird...

For me it works very well, no choppy sound. Strange.
JuK rocks! I kicked xmms for it.

I did that, I did "Turn on all sounds" with the "Apply to all 
applications" checked. Still no sound.
Then I clicked the "Defaults" button, still no sound.

but this works without any problem:
yves@Valhalla:/usr/share/sounds$ artsplay KDE_Startup_1.ogg

Strangely, all the sounds are preset to use the old wav files instead 
the new oggs. But even when I manually change one from a wav to an ogg 
file, I still can't get it played.

Now when I change the "Player settings" to use an external player and 
specify "artsplay", all the sounds work...
I'll let it like this for now
