Or if you can figure out the correct people, contact the maintainers directly. (As far as kmag, I was told a while ago that it wasn't really being maintained and I could take it over if I liked, which is why I'm paying attention to it ;-).) Basically, as I understand this is the list for discussing a11y in KDE, not the list for the kdea11y module :-). Of course, you'd kind-of hope maintainers of kdea11y apps would be subscribed, but... You can also add a note that you will commit in 1 week if there are no objections.
