Accessibility and Usability Checklists

Techbase has an "Accessibility and Usability Checklists" page at [0], 
last edited in 2012.

Is this still up-to-date and relevant? Should it be merged into the 
Human Interface Guidelines [1]?

NB: I'm also going to ask about this on the Visual Design Group forum.
