Piper does seem to have a C/C++ API, so it could be incorporated into
KDE software:

Orca is a screen reader, Piper does text to speech, so could be
integrated with Orca to give better voices.

Jovie has been archived.  Would be happy to help with applications that
make KDE more accessible.
