DESCRIPTION
This commit added mouse wheel support for changing the desktop on the overview
and desktop grid effects:

Being able to change the desktop via the mouse wheel is a nice feature.
However, while the close animation of the overview/grid effect is playing, the
mouse wheel should not allow changing the desktop. I noticed this when
accidentally scrolling the wheel right after selecting a desktop from the grid.
The result was that I landed on a different desktop, unexpectedly.

STEPS TO REPRODUCE
1. Have more than one virtual desktop
2. Open the overview / desktop grid effect
3. Click any desktop and quickly scroll while the close animation is playing

OBSERVED RESULT
You land on a different desktop which you've clicked

EXPECTED RESULT
You should land on the clicked desktop
