DESCRIPTION
This has been an issue since the release of Plasma 6.0, and basically as the
title says, apps notications and shell components, like the tiling squares that
appear when you put a window to the edge of the screen, ignore the floating
panel and go under it.

This is easily visible with the tiling squares, Steam notifcations and apps
that have overlay components like the AIMP audio player when you minimize it

1. Have a floating panel

OBSERVED RESULT
Notifications and components ignore the floating panel and go under it


EXPECTED RESULT
Shell components, notifications and app's overlays should go on top of the
floating panel on the right position, and not under it.
