I have also been experiencing this for a long time on openSUSE Leap 15.6:

Operating System: openSUSE Leap 15.6
KDE Plasma Version: 5.27.11
KDE Frameworks Version: 5.115.0
Qt Version: 5.15.12
Kernel Version: 6.4.0-150600.23.103-default (64-bit)
Graphics Platform: Wayland

A bit outdated system, but good to know this one is unfixed yet.

It seems Discovery does not actually wake up drives all the time. When I opened
it a few minutes ago, it did hang for seconds and I also heard the drives
spinning up.
Then I started watching their state:
```
sudo watch -n 1 hdparm -C /dev/sd?
```
And in another konsole panel I put the unused drives to sleep:
```
sudo hdparm -y /dev/sdc /dev/sdd
```
The drives went back to standby mode.

Now when I started discover with strace, it did not wake up the drives. Maybe
some time needs to pass before it would do that again.
