further information: this issue is now happening even with spectacle, VLC and
other apps. for VLC, it freezes completely and I have to force kill it. for
spectacle, when saving, it freezes then over a minute saves and I can interact
with it.

I'll reproduce the issue so I can attach logs. Dr. Konqi doesn't show up, as a
reply to one of the comments here.
