This seems to work if the notifications setting for every room is set to
something other than "Default".

If the settings for a room is set to "Default", I would expect the badge (in
the room list and the task manager) to follow the settings in the
"Notifications" section of the Neochat global configuration. However, that
doesn't seem to be the case and I can't see any difference between the
behaviour in the "Default" and "All" cases for a particular room.
