Can confirm. 

This happens regardless of Display mode. Neither Pen or Mouse mode - and 'Sync
with mouse cursor', makes the desktop zoom movable with a drawing tablet

If the display setting is set to 'follow active screen', the tablet cursor is
still clamped to the active screen, meaning the cursor might be off screen if
zoomed in elsewhere
