There's two things in here;

Firstly, to expand on "Follow the current screen" setting - This is determined
by your active window. In your case, you were focused on your right screen with
the System Settings, so that's where your tablet cursor will also be
By focusing another window by using alt+tab to switch windows - to something on
the other screen - the tablet cursor should also move to that monitor

This wasn't shown in the video, but I thought to explain how it works in case
you were unaware for that setting.

The second part where it doesn't map to the specific screen despite being set
is interesting. I am not able to reproduce this with my two screens 
Does this still happen with the latest updates?
