IsFeatureOperational is not a public API that you can call like that. It wants
you to pass in the required arguments.
For the stats plugin, the feature you can test is isOTR and you need to pass it
the activity ID you're testing OTR for.

Now, we could guard against invalid uses, but I'm not sure if we should - it is
a contract violation after all, and not something that the user can
accidentally trigger.

It is trivial to fix, but I'm more worried about where the initial trigger came
from. Are you sure that the loop-crash you saw was in this place? Do you have
default plasma setup, or some custom thing that might try to call
IsFeatureEnabled in an invalid way?
