Hello,
I don't think there is a fixed rule, but each site has a different threshold
to enable a language - you'd better contact the specific maintainer of the
corresponding project.

I don't think there is an easy way right now but you should be able to
generate the site locally using sphinx-build. You should also update the
documentation in the po/ directory manually, simulating what the
import_po_dirs of the StaticMessages.sh script does.
