Regarding how to contribute translations to KDE

Hello,


 I'd like to contribute translations for Tibetan, Mongolian, and other languages to KDE, but I don't have SVN upload permissions.
 I also haven't found any teams maintaining these languages like KDE-CN does. What should I do? Can I request permissions?
