Hi Thomas,    Are you using Qt 3.1 beta?    The reason that I ask is that I have the same problem; the action doesn't show  up.  However, it can still be activated through it's shortcut (see the  shortcuts config, you should see it: "Kate Part" -> "Dynamic Word Wrap").    I'm yet to find out why this is necessary... BTW there are some more fixes  coming for the wrapped mode soon.   You are correct that all you need to do is update kdelibs/kate.
