1) I noticed that you did not specify the --with-smoke=kde argument
2) --with-qt-dir should be the root of Qt, not KDE
 
Let's see if it works after you made the above changes.

I jjust downloaded the latest tarball of PerlQt from the sourceforge site and
got the following error from the build:
