that is due to the fact that usr/lib/kde4/libkfilereplacepart.so is the kde4 
version, which cannot be used by quanta, as quanta is based on kde3.

install the kde3 versions of the obovementioned programs.

no.
all you need are the necessary qt3/kde3 libraries.
a proper configured packaging system should automatically take care of this, 
when installing quanta+.
unfortuantely, many distros nowadays fail to do so.
