The KDE 4.x versions of the plugins don't have the "lib*******.la" 
files. In the /usr/lib/kde4/ they have a "lib********.so" file. Thats 
where my crazy idea came from. I have all those "la" files on another 
hard drive on my computer. [ It's a completely functional Kubuntu 8.04 
install. ] My thought was to link the Quanta in Kubuntu 9.10 to the 
files it needs on the 8.04 hard drive.

Wonder what would happen if I merged the kde3 directory on my 8.04 hard 
drive with the kde3 directory on my 9.10 hard drive?????????????  [ 
crazy idea #2 ]

If you look into the KDEwebdev tar-ball all the plugins are in there. 
Each has it's own little sub-directory inside the tar-ball.
