I think we need both terms. "KDE Platform" is the libraries and runtime dependencies, which are required for all KDE programs to run. So everybody using KDE software has the KDE platform installed. It's the common base, which gives users the consistency and common functionality of KDE programs, which is widely appreciated. "KDE Development Platform" is what you need to develop KDE programs.
