You are going to need:
 * Poke announcement writers so it gets done as early as possible (so that 
translators can start)(this is not as easy to get as you'd like)
 * Inform translators the announcement is ready for translations
 * Pick up the translations and add them to the web (no everybody can do that 
since it needs www karma)

At the moment there is noone doing all this, so if noone volunteers the 
process will just not work.

I know how to do it since i did it for a while so i can "mentor" whoever 
volunteers.
